    Each rental car company has a different policy. The larger rental companies here are Alamo, Budget Rental Cars, Enterprise, Hertz, Avis. I'd google the website and see the rental car policies. They release the authorized hold when you return the car but it takes a few days to post.

    Sounds like you need to check some of the other rental agencies, e. g. Hertz, Avis, Alamo, etc. You're not going to find anything for less than $300, though.

    I visited Miami two times and stayed in the Downtown area. Both times, I used the transit system with very few problems. If you're staying on the Miami Beach island or Downtown, you won't have any problems. If not, try to stay near the MetroRail, or a large corridor like Biscayne Blvd that has good bus service.
