I know they need to crack down on these toll invaders, but to go far as advertising their names on the Port Authority's website is going a bit too far on that.

    I know most places require you to be 21 unless you were in an car wreck and your personal insurance is covering the car, I would call around and ask the different rental places

    First, you can easily get from Baltimore to Washington by train. If traveling on a weekday, you have a choice between the MARC Penn line commuter train (cheap) or Amtrak (a bit faster and more comfortable).
